India’s National Authority, The Bureau of Indian Standards (BIS), is responsible for establishing and enforcing the quality, safety and dependability of all products sold within India. As part of this, BIS registration is required for all products to confirm they meet the applicable Indian Standard(s) (IS). This enables consumers to safely utilize products and provides a legal basis for sale. Many product types, such as electronics, electrical products, steel products, home appliances, and safety equipment, require BIS certification for compliance.

Regardless of whether you manufacture, import or export, BIS registration is an essential step in obtaining market acceptance, complying with regulations, and building customer confidence. Afleo helps businesses navigate the BIS certification process, with complete support including documentation, testing, compliance and approvals from initial application through to completion.

What is BIS Certification?

BIS Certification is a type of Conformity Assessment which confirms if your product meets the required Quality & Safety specifications in India as per the guidelines of the Bureau of Indian Standards (BIS). BIS Certification depends upon various factors such as Product Category and Manufacturing Location, and can involve Lab Testing, Factory Audits/Audit/Inspections, Online Registration, etc. Once you get the BIS Certification through the above-mentioned processes, you will receive a BIS License / Registration Number and will be entitled to sell your product in India legally.

Why BIS Certification is Mandatory

The Government of India has made BIS Approval compulsory for certain types of products to ensure Public Safety and maintain the Quality of the Products. These categories include:

  • Electrical Appliances
  • Electronic Gadgets
  • IT Hardware
  • Steel and Alloy Products
  • Pressure Cooker
  • LED Lights
  • Safety Equipment
  • Household Items (Cables, Switches, Adapters, Transformers)

Therefore, Any Manufacturer/Importer who is going to deal with the aforesaid product Categories shall be required to obtain BIS Certification in order to sell the product in India.

If you like to know more about Registration process for importer/ exporter, here is our detailed guide about Registration Procedures for First-Time Importers and Exporters

Objectives of BIS Certification

  • To ensure that all products are safe and of high quality.
  • To build consumer confidence and trust through certification.
  • To make it easier for regulated products to be imported, distributed and sold throughout India.
  • To support the “Make in India” initiative, which aims to promote a culture of quality in India through certifications such as BIS.

Types of BIS Certification Schemes

ISI Mark Scheme (Domestic Manufacturers)

The ISI (Indian Standards Institute) Mark is an old, but highly respected quality mark in India, and this is the oldest of all BIS schemes and applies only to domestic manufacturers. In order to obtain a license under the ISI Scheme, BIS will inspect the factory where the manufacturer manufactures their product, evaluate the manufacturer’s quality control system, and require that the manufacturer have product samples tested in a laboratory that has been recognized by BIS prior to issuing a license.

The CRS Scheme (Compulsory Registration Scheme)

Under the Compulsory Registration Scheme, all electronic and information technology (IT) products have been made compulsory by notification from the Ministry of Electronics and Information Technology (MeitY), for which registration with BIS is required through mandatory testing of products at laboratories approved by BIS and subsequent registration of the same through BIS Portal. No factory inspection shall be required under this scheme.

The Scheme will cover a wide range of electronic products such as Laptops, LED TVs, Smartphones, Power Adapters, etc., and other similar products.

FMCS (Foreign Manufacturer Certification Scheme)

The Foreign Manufacturer Certification Scheme (FMCS) is a mandatory certification for foreign manufacturers to export regulated products to India. The process involved in obtaining certification under FMCS includes mandatory audit of the Factory, Testing of Products, Review of Application and Continuous Surveillance. The certification issued under the FMCS will allow the foreign manufacturer to affix the BIS Mark on the products sold in India.

ECO Mark Scheme

ECO Mark Scheme is a BIS Certification Scheme that provides certification to products that meet Environmental Standards and are Eco-Friendly. This certification ensures that the products manufactured, distributed and disposed off, reduce the environmental burden during these stages.

Step-by-Step BIS Registration Process

The BIS certification procedure varies across schemes but generally follows these steps:

1. Identification of Applicable Indian Standard (IS):

The first step is to determine the Indian Standard (IS) that specifically applies to your product.

2. Product Testing at BIS-Approved Laboratory:

After identifying the applicable Indian Standard, submit your product sample(s) to an approved laboratory by BIS to obtain a test report of the product.

3. Submission of Application on BIS Portal:

Complete the online application form, attach required documents to the portal and upload test reports as part of the submission.

4. Factory Audit (Only Required for ISI and FMCS Schemes):

Following receipt of the submitted application, BIS conducts an audit of the factory to assess whether the factory meets the requirements of BIS in terms of the quality system, materials and manufacturing process.

5. Issue of BIS License or Registration Number:

If all assessment criteria have been met, BIS will issue the license/certificate, enabling you to affix the ISI or CRS mark to your certified products.

Validity and Renewal of BIS Certification

A majority of BIS certifications have a validity of two years from the date of accreditation and therefore need to be renewed after the expiry of this period. The renewal process includes the submission of updated documentation to demonstrate continued conformity with BIS Standards; proof of continued conformity with the BIS Standards through testing as required by the specific certification scheme.

Documents Required for BIS Registration

  • Duly filled BIS application form
  • Test Report from an accredited laboratory for your product
  • Registration Documents (such as GST, PAN, CIN, etc.) for your business
  • Flow Chart of the Manufacturing Process, Factory Details
  • Layout Plan of Factory and Machinery/Equipment List
  • Letter of Authorization (required for foreign applicants under FMCS)

FAQ’s

1. What is BIS and why is it important?

BIS is India’s National Standards Body and is required to provide assurance that products in India are safe, of good quality, and conform to national standards. Therefore, BIS certification is required for products covered by its regulations

The time it takes to obtain BIS certification depends on the type of BIS scheme and the type of product being certified, which could take anywhere from 30 to 90 days.

Yes, products subject to regulation in India that are imported into India must have BIS certification prior to sale in India.

ISI involves factory inspections and is used for certification of products manufactured in India. CRS involves only laboratory testing and online registration for certification of electronic / IT products.

Foreign manufacturers must use the FMCS (Foreign Manufacturer Certification Scheme), which includes having your factory audited, sending samples for testing, and meeting all other BIS compliance requirements.

If you sell regulated products in India without first obtaining BIS registration, you risk having your shipments seized at the Customs border, face fines and penalties for non-compliance with BIS regulations and potentially ban those products from the Indian market.
