What is RCMC?

RCMC (Registration cum Membership Certificate) is a membership certificate that is issued to an exporting entity if it registers itself under any one of the Export Promotion Council or Commodity Board of India.

Export Promotion Council and Commodity Board are organizations recognized by the Central Government and allotted the task to promote exports from our country. They undertake following activities for export promotion:

  • Arranging trade fairs in India as well as abroad, buyer-seller meets, passing of live inquiries & tenders from foreign clients to domestic exporters.
  • Hand holding of new exporters & entrepreneurs for all the export related procedures and documentation and motivating them to start exports by giving product knowledge.
  • Guidance and help to existing exporters if their refunds are stuck or any other difficulty they may have.
  • They act as an intermediary between the exporting community and the Government.
  • They keep exporters updated with all the latest changes in policies & notifications w.r.t DGFT, Customs, Ministry of Shipping, RBI, etc.

Some of Export Promotion Councils are FIEO, APEDA, CHEMEXCIL, PHARMEXCIL, TEA BOARD, SPICES BOARD, EEPC, etc. Each EPC focusses on export promotion of a particular sector. For Example, APEDA looks after Agricultural Products, CHEMEXCIL looks after the Chemicals sector, PHARMEXCIL looks after Pharma sector.

Note:

  1. Federation of Indian Export Organizations (FIEO) is the apex body of all the EPC’s in India.
  2. RCMC membership can be granted on an annual basis, a two-yearly or five-yearly basis.

Why RCMC is Required?

RCMC is required for:

  • Claiming export incentives and subsidies under schemes like MEIS, RoSCTL, RoDTEP, SEIS, Advance License, EPCG etc. RCMC is one of the mandatory documents required.
  • To get Letter of Undertaking (LUT) under GST for export of goods without payment of duty.
  • Merchant Exporters can procure goods meant for export from manufacturer at 0.1% GST, instead of regular GST applicable on the product. This facility is only available if the merchant exporter has an RCMC Certificate.

Is RCMC Mandatory for Export?

RCMC is not mandatory for export. No one will hold your shipment if you do not have an RCMC Certificate (with exception of some products). However, keeping in mind all the benefits associated with an RCMC Certificate, it becomes virtually mandatory to hold an RCMC for export.

For the export of some products, it is mandatory to have an RCMC with their respective EPC’s only, the list of all such products is as below:

  1. Agricultural Products – Agricultural and Processed Food Products Export Development Authority (APEDA)
  2. Marine Products – The Marine Products Export Development Authority (MPEDA)
  3. Coffee Products-Coffee Board of India
  4. Tea – Tea Board of India
  5. Spice Products – Spices Board of India
  6. Leather Products – Council For Leather Exports.
  7. Jute Products- Jute Board of India.
  8. Silk Products – Silk Board of India
  9. Coconut Products – Coconut Board of India
  10. Coir Products – Coir Board of India
  11. Rubber Products – Rubber Board of India
  12. Tobacco Products – Tobacco Board of India

Therefore, RCMC is not mandatory for products that are not listed above. However, we would recommend you to get an RCMC Certificate if you are serious in your export business endeavors.

What is the Benefit of RCMC Registration?

Apart from all the benefits discussed above, there is one more major benefit for getting an RCMC Certificate and that is:

Benefit under Market Development Assistance (MDA Scheme) & Market Access Initiative (MAI Scheme) -Under these schemes, an exporter can get subsidies and financial assistance for their export promotion activities like taking part in exhibitions abroad/trade fairs/business delegations/buyer-seller meets organized by respective EPC. Subsidies may include reimbursement of Flight Charges, Concessions on Stall Charges, etc. To be eligible for this benefit an exporter has to hold an RCMC certificate for a minimum of one year.

How to Select the Export Promotion Council for RCMC Registration?

Now after knowing all the benefits and advantages of an RCMC certificate. Next Question is – registration and membership to be taken under which Export Promotion Council?

The answer is simple, you have to see which EPC is responsible for promoting your product category in the International market, get an RCMC certificate from that Export Promotion Council.

If you are an multi-product exporter, no need to register in different EPC’s. Only one registration can be done from FIEO under the multi-product category.

Note:

If the purpose of getting an RCMC is just to claim Government benefits and not attending any Trade fair or buyer-seller meets, then we would recommend taking FIEO RCMC Registration (For all the products not falling under mandatory section). Since the annual membership fees of FIEO is among the lowest as compared to other Councils.

The majority of Indian Exporters choose FIEO for RCMC registration and hence now we will discuss the documents required, registration fees and step by step application procedure for FIEO RCMC Registration.

Documents Required for RCMC Registration

The following are the required documents:

  • Duly filled and signed Registration-cum-Membership-Certificate application form of respective EPC. (Contact them to get forms)
  • Self-certified copy of the IEC Number
  • Self-certified copy of Permanent Account Number (PAN)
  • Self-certified copy of the company’s MOA (For Corporate/ institutional/ Private Limited/ Limited company).
  • Self-certified copy of the company’s Partnership Deed (For Partnership Company and Individual Ordinary).
  • Self-certified copy of the Trust’s Deed (For Trusts/ institutional/ Corporate).
  • Self-certified copy of the Board Resolution or Power of Attorney issued in favour of signing authority if the name of the signing authority is not mentioned in IEC/ MOA/ Partnership Deed/ Trust Deed of the company/ firm/ Trust.
  • Self-certified copy of the GST registration certificate.

Step 1: Visit the FIEO (Federation of Indian Export Organisations) Website

  • Please visit the website at fieo.org
  • Select the Tab – Membership – Click on Apply for RCMC/Membership, Renewal, Endorsement online.

Step 2: Application Login

  • After Clicking on – “Apply for RCMC/Membership, Renewal, Endorsement online” below screen will appear.
  • Fill the details like “IEC Number, Company Name (Min 3 Letters) & Organization Name (FIEO)”.
  • Select the tab “Login Using”-
    • Digital Signature Certificate
    • Password
  • After filling the details click on “Log In“.

Step 4: RCMC Application Form (Page- 1 / 2)

  • After clicking on “Apply for RCMC” below screen will appear.
  • IEC Number Details
    • IEC Number: IEC number is automatically displayed.
    • Issuing Authority: Please select the issuing authority i.e. Mumbai DGFT.
    • Establishment Date: Fill Company Establishment Date.
    • Date of Issue: Fill the Date of the issue as per IEC.
  •  Registered/Head office address
    • Company Name, Address, Street, State, City, Pin no: Details are automatically displayed as per IEC details, to change existing details click on every column, and change it.
    • Telephone no, E-mail ID, Fax no & Website: Details are automatically displayed as per IEC details, to change existing details click on every column and change it.
  • Applicant Details
    • Fill the applicant details like Name of Applicant, Designation, full address, residence address.
    • Telephone no, Mobile no, E-Mail ID.
    • Fill the details like HOD Name (Head of Department) & Designation of HOD.
  • Branch/Factory Details
    • Click on Branch/Factory & Select the option Branch or Factory.
    • After selecting the option Branch/Factory option, fill the name of Branch or Factory & address like the address of branch or factory, street, city/state, and pin.
    • You can add multiple names of Branch & Factory if required.
    • After filling all the details click on the Save button.

    • Fill the details of Name, Father’s Name.

    • You can add multiple names of Directors/Partners/Proprietor/Karta/Trustee/Members if required.
    • After filling all the details click on the Save button.

Step 5: RCMC Application Form (Page- 2/ 2)

  • Constitution of the firm
    • Select the constitution of firm (Partnership/ Co-operatives/ Private Limited/ Public Limited).
    • Select the Export Type like (Merchant Exporter/ Manufacture Exporter/ Service provider).
    • Select the Membership Type (Registered Member- Multi -Product Group).
  • Provide additional contact information
    • Fill the details like Name & Designation.
    • Fill the details of Residential address, Postal Address, Street, City, State, Pin.
    • Add details Business No, Fax No, Mobile No, Residence No.
    • Add the E-mail ID:- you can add more E-mail ID by using (‘,’).
    • Tick on Default (YES/ NO).
    • Click on the Department (Select the Department).
    • After filling the details click on “Add More” you can add multiple details by using add more button.
  • Branch Details 
    • Select the option “FIEO office where you would like to register”.
    • Tick on “All Offices” you will get all the details.

  • Product/Category
    • Click on “Search Product” by selecting the below option.
    • By Product Name or ITC HS Code.
    • Start with entered text or anywhere in the whole world.
    • After selecting the search product, the system will automatically show the product details.
    • Select the product & save the details.
    • You can add multiple products by selecting different products.
    • After saving product details, a list of product/category shows as per selection.
  • Authorized Representative for FIEO ve for FIEO
    • Fill the Name of an authorized representative of FIEO.
    • Fill the details of address, Street, City, State, Pin.
    • Add details designation, telephone no, Fax No, E-mail ID, Mobile No.
    • Click on the Save button.
    • You can edit the details.

  • Other Information
    • Fill the details like Total investment made in the company (Rs.) Lakhs.
    • Investment in plant & machinery (Rs) Lakhs.
    • Fill the details of the company like Pan No, Pan Issuing authority & Pan issue date.
    • Fill the details of “Main Line of Business”.
    • If you already had other EPC’s members, fill the details of other EPC’s.
    • Fill the details of Quality certification & No of Employees.
    • Select the option that countries where you are/intend exporting (China/Germany/ Japan/Korea/South Africa).After filling all the details select the button “Save & Continue” to process further.
    • Filled details marked (*) are mandatory.

Step 6: Payment option

  • After saving, the payment details option will be shown.
  • After pressing PROCEED button exporter allows making payment using the following option:
  1. Pay Fee by using Credit Card
  2. Pay Fee by using Debit Card
  3. Pay Fee by Debit Card plus ATM PIN
  4. Pay Fee by using Internet Banking

  • After making the payment of the fee by using the above payment mode, payment will be successfully done.

Step 7: Upload the Documents

  • After payment is done, the next option is to upload the documents,
  • Below are the lists of documents are as follow:-
    • Authority Letter (Print on company letterhead duly stamped & signed by director/authorized person & attested by the bank).
    • Membership form ((Print on plain paper duly stamped & signed by director/authorized person).
  • After uploading the documents click on the submit button for final submission.

Step 8: Payment Receipt Details

  • After uploading all the documents click on payment receipt details.
  • Select the Type (Membership Payment/Endorsement Payment/ Contingency Payment/ Membership Type Change Payment/ Duplicate RCMC).
  • After Select, the Type- Click on Show Details.
  • After clicking on Show Details – Payment receipt will be shown.

Step 9: GST Details

  • Click on “Add GST Details”.
  • After clicking on the GST details below screen will appear.
  • IEC Number & Name will be automatically displayed.
  • Tick the button “Copy address from Postal Address” (Details automatically filled like an address).
  • Tick the button “Copy address from Registered Address”(Details automatically filled like an address).
  • Fill the details like GST Number, Address, Street, City, state.
  • After filling the details click on Submit button.

The FIEO RCMC Registration process is now complete. Upon receipt of your request, FIEO will issue an RCMC Certificate.

Now once the RCMC is issued, it has to be registered at the DGFT website also.

  • Select the Tab – Services – RCMC- Login for RCMC Upload.

Compliance to be followed after RCMC Registration & some Important points to remember

  • Exporter has to submit quarterly returns of exports made in a specified format.
  • Change in Address, Director details is possible in RCMC, Exporter has to submit a request for the same within a month of such change taking place.
  • Membership is granted for the period of April to March only. It means that if you apply for RCMC in December of a particular year, your annual RCMC will be valid till next 30th March only. You need to renew the RCMC again from April.

What is Extended Producer Responsibility in India?

Extended Producer Responsibility (EPR) in India was introduced as a regulatory framework and policy for promoting environmental sustainability and waste management by holding Producers, Importers and Brand Owners accountable for the waste they have introduced in the market. EPR in India was primarily introduced by Plastic Waste Management Rules, 2016 and currently it covers four types of waste like Plastic waste, e-waste, Battery waste and Waste tyre. Key aspects of EPR in India include proper reporting, completion of targets by recycling, reuse, Penalties on non-completion of targets by levying Environmental Compensation [EC].

What is EPR Certificate in Plastics?

All Producers, Importers and Brand owners need to take EPR Registration i.e. EPR Certificate from CPCB in order to continue their business and use of plastic packaging. EPR for Plastic waste covers four categories of Plastic packaging. Only Micro and Small enterprises are exempted from EPR Registration as Brand Owners.

How to get/apply for an EPR Certificate Online?

Application for grant of EPR Certificate is to be done online on the portal of CPCB. All entities need to do a one-time registration on the portal to start the application filing process. Applicants need to fill Plastic consumption and waste generation quantities category wise for the last two financial years, upload the required documents, pay the application fees and submit the application. Once an application is submitted, You shall get the EPR Certificate within 15 to 20 days.

What is EPR Certificate for Import?

Importers who are importing plastic packaging or products wrapped in plastic packaging are required to apply for EPR Certificate as Importers. Importers are also given targets to be fulfilled. Importers who are also Brand owners need to get separate registration as both Importers and Brandowners.

How to apply EPR Certificate for Importer?

Application of EPR Certificate for Importer is to be done on online portal of CPCB. Importers who are also Brand owners need to get separate registration as both Importers and Brandowners. The entity first has to register as a brand owner [BO] and provide the entire details in terms of plastic waste generation including imported plastic by the firm. After registration as brand owner the entity shall register as importer, provide details of imported plastics and the imported material sold to the said brand owner. Therefore zero liabilities have to be fulfilled by the firm as importer.
