An Overview
As per the DGFT Notification No. 61/2015−2020, Dated 31st March 2021 the Government of India has amended the import policy of Copper and Aluminium under chapter 74 and chapter 76 and made the compulsory registration under the Non-Ferrous Metals Import Monitoring System (NFMIMS) for the import.
A Unique Registration Number (URN) starting with ‘NFS’ will be provided to the importer after registration under NFMIMS.
The registration has to be done not earlier than the 60th day and not later than the 5th day before the expected date of arrival of the import consignment.
Legal action would be taken including the action under FTDR Act, 1992 for the Copper/Aluminium importers who are failing to register under NFMIMS in advance or found to furnish wrong data in the online system.
Objective of Copper/Aluminium Import Monitoring System (NFMIMS)
The objective of introducing the NFMIMS is to enable the Government of India to maintain and update constantly a database containing the advance information of Copper/Aluminium products imported in India.
The data received through the NFMIMS help the Government in effective policy formulations and implementations regarding imports.
As per the notification, there are 46 import products of chapter 74 of Copper Industry and 43 import products of chapter 76 of the Aluminium industry for which online registration has to be done to get registration number or NFMIMS License.

Fee Requirement and Validity of registration number/ NFMIMS License
The application fee of Rs. 500/- is required to get the registration number under NFMIMS.
The validity of the Registration number or NFMIMS license would be 75 days from the approved date.
Documents/Details required to get registration number
To get the registration number NFMIMS license there are various documents/data has to be kept ready in hand.

Procedure to get the registration number/License under NFMIMS
The online application has to be done on Government’s official website for import under the import monitoring system (IMS).
- Under the Ministry of Mines tab select Copper to get the registration number to import chapter 74 products or select Aluminium to get the registration number to import chapter 76 products.
- After selecting the Copper or Aluminum option, on the next page, a new registration option would be there.
- Start filling with the required details shared above.
- Multiple products can be added in one application if exporter, importer, country of origin, port of exportation is the same.
- For each shipment, the license has to filed.
- Accept the terms and conditions on the declaration tab.
- Submit the application after paying the registration fee.
The registration number / NFMIMS license would be generated immediately as the application is submitted on the portal.
The Copper/Aluminium importers only have to enter the registration number and expiry date of the registration number in the bill of entry.
Modification/Cancellation of registration number/license under NFMIMS
Modification of the license under NFMIMS is not permitted once the application is submitted on the portal. The draft online application details can be modified from the draft section on the website.
Same for the cancellation, the cancellation of license is not permitted once it is submitted. The draft application can be deleted from the portal.
There is no provision given for the fee refund after the cancellation.
Modification, cancellation, refund of fee post submission can be evaluated in the near future when the NFMIMS system would be enhanced.
