2. Why was the Steel Import Monitoring System [SIMS] Introduced & Which Products does it cover?

India's status as a net importer of steel is a significant concern for the Government. To address this and minimize imports further, the Government requires detailed information on all steel imports into India. This enables them to take necessary actions in advance.

The introduction of the Steel Import Monitoring System (SIMS) ensures that the Government receives all pertinent details in advance. This includes information on the imported products, their origin countries, quantities, CIF values, and more.

The primary reason for implementing SIMS registration is to prevent the dumping of steel products in India, minimize imports, and proactively safeguard the domestic manufacturing industry by imposing anti-dumping duties when necessary.

Now, you might wonder which specific products or HS codes require SIMS registration. Essentially, SIMS registration is mandatory for all products and HSN codes falling under Chapters 72, 73, and 86 of ITC HS Code. Currently, there are over 524 HS codes covered under the Steel Import Monitoring System, encompassing both iron and steel products.

3. Where and When to apply for SIMS Registration?

You need to apply for SIMS before the shipment arrives. The application window will open not earlier than 60 days before the shipment's arrival.

As of now, there is no specific deadline for registration. However, it's crucial to note that the Bill of Entry must include the SIMS registration number and expiry date; otherwise, Customs will not clear the shipment. You can see a sample image of the SIMS certificate/registration below:

To register for SIMS, you must apply online on the DGFT website under the "Import Management System" tab. Upon submitting your application, you will receive the SIMS registration number immediately, which will be valid for 75 days.

4. Required Documents, Details & Application Fees

You need to provide details such as exporter and manufacturer information, country of origin, detailed information about the imported product including technical specifications, quantity, value, etc.

DGFT also asks whether a similar steel grade is available in India or not. If yes, you need to provide reasons for importing it.

All this information enables the government to make data-driven decisions and implement relevant policy changes.

The government fee for the application is only Rs. 500, and you can submit the application using either Digital Signature or Aadhar method.

Do you need to submit a separate application for each Customs entry/Invoices or can you make a single application valid for one year?

You need to submit a separate application for each Customs entry because the registration number will be valid for only 75 days each time you apply. However, you can cover multiple products in one application if the manufacturer, importer, exporter, country of origin, and port of registration are the same for all products.

Is SIMS compulsory even for importing sample products?

Yes, SIMS registration is compulsory for importing sample products.

Is SIMS compulsory for air imports?

Yes, SIMS registration is compulsory for imports by air.

What should you do if you made an error in submission and need to make changes?

 If the final submission has not been made, you can make changes. However, once the final submission is made, no amendments are allowed, and you will need to create a new registration.
