EPR for e-waste is a major regulatory policy that assigns responsibility of the management of electronic waste to producers. We at Afleo are professionals in offering turnkey EPR registration and compliance services to electrical and electronic products trading businesses, so you can accomplish all the compliance needs while encouraging environmental sustainability.

1. What is EPR [Extended Producer Responsibility] for E-Waste?

Extended Producer Responsibility (EPR) is an environmental policy instrument that forces electronic producers to take responsibility for each phase of their products, especially the stage of post-consumer product. In other words, producers must take responsibility for gathering, recycling and disposing off their electronic wastes once it has reached its useful end.

EPR for E-waste becomes important due to the potentially hazardous chemicals contained in e-waste including lead, mercury and cadmium. Lack of regulation in dumping can contaminate soil, air and water systems, leading to a massive amount of environmental harm as well as potential ill effects on human health. EPR makes sure that the producers work towards preventing these effects themselves by being part of or sponsoring adequate waste collection and treatment mechanisms.

2. Evolution of E-Waste Management Rules in India

India’s e-waste regulatory path started with growing concern regarding risks from unorganized electronic waste. The major milestones are:

  • 2011: E-Waste (Management and Handling) Rules brought in
  • 2016: Revocation of E-Waste (Management and Handling) Rules with E-Waste (Management) Rules, 2016, with an effort to increase compliance and widen the scope
  • 2018: Streamlining procedures and setting quantifiable recycling targets
  • 2022 to 2024: Digitalization of the compliance procedures with the launch of the designated EPR E-waste Portal

The Ministry of Environment, Forest and Climate Change (MoEFCC) will take the lead in making policies, and the implementation of EPR and tracking of its progress will be done by the Central Pollution Control Board (CPCB). These rules for waste management are designed to promote formal recycling, mitigate environmental degradation, and foster a circular economy.

3. Who are the Entities which Must Obey the EPR for E-Waste?

EPR compliance is mandatory for various stakeholders in the lifecycle of electrical and electronic equipment (EEE). They include:

  1. Manufacturer: An entity which has facilities for manufacturing of electrical and electronic equipment.
  2. Producer: Manufactures and/or Sells electrical and electronic equipment and their components or consumables whether manufactured domestically or imported
  3. Refurbisher: Repairs or assembles used electrical and electronic equipment for extending its working life for same use as originally intended and sells the same in the market
  4. Recycler: who is engaged in recycling and reprocessing e-waste for recovery of metals and other useful recoverable materials.

All these organizations are accountable for handling post-consumer e-waste produced from their products and need to adhere to EPR norms defined by CPCB.

4. Categories of Electrical and Electronic Equipment Included

The CPCB has included 7 sub categories of EEE in the E-Waste Rules. These are:

  • Information technology and telecommunication equipments: Mobile phones, Laptops, Desktops, Routers and inverters etc
  • Consumer Electrical and Electronics and Photovoltaic Panels: Refrigerators, air conditioners, Washing Machines, Set top boxes, video cameras, solar panels etc
  • Large and Small Electrical and Electronic Equipment: Freezers, large cooling appliances, vacuum cleaners, dish washers, microwaves, hair dryer, thermostats etc
  • Electrical and Electronic Tools: Drills, Sewing Machines, Equipments used for Milling, soldering, cutting, welding etc
  • Toys, Leisure and Sports Equipment: Electrical trains or car racing sets, Hand-held video games consoles, Sports equipment with electric or electronic components, Coin slot machines etc

6. Who Requires CPCB EPR Registration for E-Waste?

If you are an EEE life cycle stakeholder, you require CPCB EPR registration. They are:

  • Producers producing EEE in India
  • Importers importing EEE into India for sale
  • Refurbishers dealing with used or discarded electronics
  • Recyclers and dismantlers who are certified to handle e-waste

The first step towards legal compliance within the e-waste management sector is registering with CPCB.

7. Where & How to Apply for EPR Authorization for E-Waste?

Apply for EPR authorization through the CPCB online portal. Follow these step-by-step instructions:

  • Log in to the CPCB EPR portal with your credentials.
  • Upload required documents such as KYC, product information, and technical specification.
  • Submit your EEE category affirmation, sales details and intended e-waste management plan.
  • Await review and approval from CPCB and coordination with your respective State Pollution Control Board.

The entire process may take several weeks, and careful attention must be paid to recycling electronic products through authorized channels to ensure approval.

8. How Many EPR Registrations Are Needed by One Entity?

The number of EPR registrations depends on your business model:

  • Manufacturers, Producers, Importers and Refurbishers must register separately based on their roles.
  • If you are operating from several points, then there might be different registrations based on operational jurisdictions and the volume of EEE processed.
  • A company that is both a producer and importer is required to file two different registrations.

Afleo can assist in evaluating your setup and calculating the precise number of registrations needed.

9. EPR Registration Documents for E-Waste

To make your EPR registration hassle-free, you will have to file the following documents:
  • Company KYC – PAN, GSTIN, certificate of incorporation
  • Product-wise technical specifications
  • BIS Certificate, if applicable
  • Authorization letters and evidence of confirmation of the EEE category
  • Consolidated Statement of Sales
Our professionals will assist you with the process and ensure all documents are correct and complete.

10. EPR Registration Charges – How Much Does an EPR Certificate Cost?

The price for obtaining an EPR certificate varies based on many factors:
  • Government charges as per the Annual E-waste Recycling Targets
Annual E-Waste Recycling TargetGovernment Fees
(MT)Government Fees
< 50₹ 2,500.00
50 to 100₹ 7,500.00
100 to 1000₹ 1,50,000.00
1000 to 5000₹ 10,00,000.00
> 5000₹ 15,00,000.00
  • Consultancy charges for professional services (dependent upon complexity)

We have transparent pricing structures at Afleo, which are designed to meet your firm’s size and needs, whether you’re a startup company or a large-volume producer.

11. EPR Targets for Collection and Recycling

After registration, businesses have to achieve certain recycling targets:

  • Targets are calculated using the amount of products sold in the previous financial years.
  • The CPCB formulates phased goals based on a lower percentage and annual increase.
  • The targets ensure proper collection, reuse, and recycling of wastes, compelling the industry to adopt responsible handling of e-waste.

Non-compliance with these targets may lead to a penalty and suspension of registration.

12. Validity & Renewal of EPR Registration

An EPR certificate issued by CPCB is typically valid for five years. However, the renewal process must begin at least 120 days before expiry. The renewal requires:

  • Updated documentation
  • Proof of compliance with previous targets
  • Revised EPR plans, if applicable

Afleo offers timely renewal reminders and support to help you stay compliant year after year.

13. Compliance Obligations for Producers & Importers under E-Waste Rules

Upon registration, producers and importers are required to meet the following compliance requirements:

  • File an EPR Plan and obtain approval by CPCB
  • Channelize e-waste properly to authorized recyclers
  • Procure certificates and meet targets from the authorized dismantlers/recyclers
  • Submit quarterly and annual returns reflecting collection and recycling statistics

Failure to comply can attract stringent action.

14. Challenges in EPR Implementation for E-Waste

There are some obstacles in implementing EPR for e-waste:

  • Lack of producers’ and end-users’ awareness
  • Insufficient reverse logistics and collection facilities
  • Issues around data destruction and privacy
  • Dispersed recycling network, particularly in tier-2 and tier-3 cities

Afleo fills these gaps through consultancy, association with recyclers, and awareness creation services.

15. Why EPR Compliance for E-Waste Matters

EPR compliance is more than an administrative formality—it plays a critical role in:

  • Prevention of environmental contamination with harmful e-waste
  • Recycling precious materials like gold, silver, and rare earth metals
  • Promoting a circular economy by recycling and reuse
